Not necessarily true, Robert, that you can just

put postage on it & throw it in a collection box. If the package or evnvelope contains anything other than documents, you are required to fill out a Customs Form & hand it to a postal employee. I mail out MANY items to overseas members (renewal cards, late magazines, etc...) using the correct postage. In many cases, these items had been returned because neither a magazine nor a plastic card is considered a "document". Luckily for me, we have a small annex post office where the clerk knows me and allows me to ship without the customs forms.
