It appears to be "salesman samples" or "flats". This means it was not folded and there are no staple marks. They were shown as samples by match salesmen.
The covers are reverse strikers so it was made after 1973.
Most match collectors don't consider them real covers and are generally not wanted.
There might be niche collectors who collect them.
BTW, I counted 52 covers, enough for a full deck.
