Do you have a City/Deparment in France?

Though the monogram is very close to "CP" Cercle Persan and my MOP "CP" -- such location of CERCLE PERSAN CP / 100 (PURPLE) # 14 can Not be found by French and Belgian historians... nor can a "CERCLE DE LA PRESSE" as you note above...

Do you have any other info such as a postcard; stock share, programme... something with a city name and the "CP" monogram...?

This stuff is not easy... vbg
