The design includes no casino, and the tribe has not decided whether to put one nearby, Elliott said.
Oklahoma has 92 casinos and gaming centers that submit roughly $9 million in fees monthly to the state, according to the Office of State Finance.
Sulphur City Manager Bill Holley said the hotel will be good for Sulphur.
