I suspect if they did come from there then 25p chips would have been used for a 25p roulette table - that was the case with the larger Westcliff next door (remember they were owned by the same casino, and the Westcliff never had PB either).
I think it is the different style of chip rather than the use that concerns me more - whatever the use, why have such different 25p and 50p chips? All I can think is that this new discovery was available in both 25p and 50p, but for some reason they didn't like using these chips and so the 50p chip that I can confirm was in use, the hotstamp chip, was a re-order that could be supplied quickly.
