Las Vegas Limosines (LVL) operates out of McCarran, providing service from the airport to on-Strip and off-Strip hotel/casinos and return. At one time (and they may still do so) one would buy a fare at $6, oneway to on-Strip properties and $7 off-Strip (including Downtown) properties. Instead of a receipt, the traveller was given a poker chip, which was given to the driver when boarding the shuttle.
I believe that the black chip was for on-Strip destinations and the orange chip (bad scan) was for off-Strip destinations, but it could be the otherway around. You could buy round-trip (getting two chips) but you could not just board a shuttle for the return trip, if it happened to be at your location. You had to call 24-hours ahead and schedule your return trip pick-up.
For all I know, they could still be using these chips for fares. Looks like you need the orange one.

ps. If you get the second color, you should also know that another limo services offered the same deal. Chips (2 different versions) as fare tokens. I know you... Collect 1, collect them all!
