When I couldn't run Collector's Assistant version 5.1.10 under Windows 7 Ultimate I emailed Carlisle Development in 2011. (I purchased it before Terry Shaffer started selling it).
This is their reply:
V5 was not designed for Windows 7, but will sometime run under it. You would have a better change with Win 7 Home Premium as the Ultimate versions (which are more expensive) impart much more onerous security behaviors.
In order to run it on any win 7, you will need to explicitly set its desktop icon for Run As Administrator, by right clicking on its desktop icon, selecting the compatibility tab and checking the Run As Administrator box, then clicking on Apply.
That will sometimes enable it to run.
If you cannot install it, there is not much you can do other than right click on Setup.exe on the installation CD and click on Run As Administrator.

Tom's advice worked but the picture path was different so I had to re-load each scan.
Try emailing them and let them know your questions.
