As a general rule, if a casino is required to have a certain feature, it is a requirement to operate as a casino - not just a requirement to open. A casino that ceases to offer that feature would lose its legal authority to operate or at least receive notice that their license will be suspended within so many days if they do not comply.
An interesting offshoot: when Legoland opened its theme park in Florida, it was required to employee at least 1000 people if it wanted to avoid certain state regulations (this is base don the type of law enacted to give Disney World autonomy over certain safety codes - necessary because you don't want guests to see a lit sign for an emergency exit in a dark ride and think they should get up and leave). For budgetary reasons, Legoland struggled to meet the 1000 employee requirements, and then had to make sure it didn't fire anyone on the first day (when employees traditionally decide they have already had enough).
