after scanning, I locate visual middle of chip. I drag the circle tool to the edge, while holding shift and alt at the same time. When it looks like the circle has reached the edge, I release the mouse and shift alt. Then, I go to "selection" then "transform selection". The top, bottom, left, right selection bars are selectable. I zoom in very close, and adjust the edges. Go to regular selection tool, it asks you if you want to keep your adjustments. Say yes. The chip is still selected. Go to "edit" - then "transform" then "rotate" and the rotation icon will show (may have to move your mouse around a bit). Rotate the chip until it's straight, and go to regular cursor. You can then "copy" (ctrl C) make new (ctrl N) and paste (ctrl V). If you're going to make more on the new, go back to your original scan. the chip will still be selected. Go to cirlcle tool.....

Well, this is sounding more complicated than the method that you use, and I'm not sure if it's any better. I think that it is for me, but if you'd like to know about how I place multiple chips on a pic from the same scan, let me know. It comes out like this:
