I stopped using the paypal and eBay shipping because the exact reason you stated. I got a stamps.com account which allows you to ship first class international package print the custom forms which is the way you should mail the item at a Cost starting at 3.00. I have had many conversations with multiple PO about shipping and this seems to be the accepted way. If you don't ship that often go wait inline and save 30.00.
