Just don't under stand. Some postal workers say because they see a bubble envelope that the charge is automatically higher because they will NOT go as a flat. Slot cards or chips that are single & not doubled up in a flip will go as a flat and that is the cheaper rate. BUT, if they pick up the package and try to fit in into the specified slot for a flat, IT WILL FIT!!
