I am curious, why did some casino get approval and some not? I looked in the December 2012 report and found only approvals for Year of the Snake chips. What new rule prevented casinos e.g. M Resort for not getting approval for a chip? Just looking for a reason why some will have it and some not because of the ruling of the NGC.

What specific ruling was it and why does it only apply to some and not all I guess that sums it up?
