Jim, I've had at least half a dozen chips I can think of with the same thin film on the inlay and a lot of those were also lifting. My guess is it's part of that particular inlay type and not meant to have been removed, it just starts to lift with age. I currently have a Reno Prima Donna $5 LCV that has the same thing starting on one edge.
