Not sure with domestic mailings, but if Jim wanted to actually write a note on one of those postcards he had for 40-years and included it inside a package to Belgium, he would have to pay additional "correspondence" costs... even if it wasn't a postcard and just a piece of paper saying: "Hello Mildred"
