I have been mailing small plain white envelopes with a chip inside a coffee cup holder for some time now. Always 65 cents. Today she asks me if I have cardboard inside protecting something. She explains she received a memo that from now on that's a small package and it will be a 1.95. We went back and forth a bit and she said today I will charge 65 cents but from now on the higher rate.

She then said after the 26th it no longer will matter as rates are going up. I couldn't find anything about package rates or any other changes involving what I just discussed on line.
