The mirror image is of course, the result of putting the inlay into the mold "upside down". Happens on a lot of chips that don't have reversal symmetry.

If you think this chip represents commas (or comets), then there is no significance to the mirror imaging. If it's an S chip, the alphabetic interpretation disappears.
