It appears that "49 Camp" was a trade name for shows run in the early 20th century at carnivals, state fairs, etc. They simulated life in the 1849 gold mining days, and usually had "taxi dancers" you could dance with for a fee (remember the song "Ten cents a dance"?). Here's a historical clip I found.

The chips, they could have been made to run a game at these "49 Days" shows anywhere in the US. The name was trademarked and I found several references to legal posts in newspapers around 1900 warning others not to use the name as I belonged to him.
