USPS Postage to South Korea

I'm grateful for two things.

The first is that someone would take the time to send chips to me in the Republic of Korea (South Korea).
The second is the low cost of USPS postage paid when using a corrugated mailer.

The postage cost for sending one chip and one token in a #10 envelope with a corrugated mailer was $2.25 (2 ounces).
The envelope was marked as "First Class Mail International Letter" and this eliminated the need to fill out a Customs Form.

When mailing a padded envelope a Customs Form is required and the postage cost is $6.55 for 2 ounces.

So what's the reason for using a corrugated mailer as opposed to a padded envelope? $4.30 in savings that I can use towards postage for two more mailings.
For low end chips it's a great way to save on postage.

BTW, it took nine days from the East Coast to here. I consider that pretty FAST!
