Believe you will find the limited stops made by foreign aircraft originated in the Great Lakes with ferry service many many years ago. The same carryove applies to foreign cruise ship and if I am not mistaken there is only one cruise ship registered in the U.S.S.A.
Original intent was to prevent Canada from dominating the ferry business - especially school children.
