I assume that only applies to scheduled drops? I know back in the 80's I travelled on services that used to have to stop to refuel - inwards in Newfoundland and back home at Bangor Maine. We were allowed into the airport to walk around, but you could only travel to/from the UK (as far as I know you couldn't use the service to make a domestic trip). Of course it may have changed since then, especially as planes now have much further capability to fly without refuelling.
