I think these are pretty old, John; maybe from the 70's or 80's. The dollar would buy more drinks then, and often at the all inclusive resorts they priced the alcoholic drinks (which were usually not included) pretty cheap.

That could have been the intended use for these plastic 1 and 2 tokens.
