Power OFF the desk top computer, the laptop computer and the router/server/switch that connects you to your ISP. Then, go outside to your main electrical panel and switch OFF power to the house for 30 seconds. Turn eveything back on and see if it works right. If not, then try switching the router OFF first, then the laptop, then the desk top and lastly house power. Then turn everything back ON and see if it works.

If not, the change the order in which you shut things off and try changing the order in which you turn them back ON and see if that works.
