Say someone sells a chip that you really wanted to another board member for a very low price. Would it be proper etiquette to ask the seller who the buyer was in order to make them an offer to sell you that same chip at a higher price than what they paid?

In this case, it was sold via e-mail, so the name of the buyer is unknown..
