They are slabs! They are sealed by NGC and can not be opened without cracking them out of the slab like you can with all other slabs . NGC wanted to make muti-holed slabs for proof sets and used the Horseshoe Club chips as a way to experiment with the new slabs. They did not have anything to do with the hoard nor the the sale of those on HSN they only got paid for slabbing them as real and from the hoard.
