It is known that there are two different Tropicana inlays for the N4774.1 (smooth inlay), based on different printing processes. Your 2 examples show both, however the chip on the bottom is a bad example because it suffers from "bad registration". When the red ink was applied, it is out of alignment with the gold and black printing. This mis-alignment is called a registration error (in the printing business). And, it does not explain the difference between the inlays.
But Yes, you are showing two variations of the $1 Tropicana, but this variation is not carried forward in The Chip Rack like the linen and smooth inlay variations are.
