The Florida Palms crest and seal was made by USPC and sold out of the H.C Evans catalog. They were a stock item. There are probably thousands upon thousands of these chips in circulation.
Some have suggested Cuba, Puerto Rico or California. Who knows. A small casino may have used them as roulettes, most likely on a very temporary basis.
Bottom line is that they are generic crest & seals that were available to be purchased by the general public.
