On my keyboard it's "shift" + "Alternate" + "$" = ’
Each of my keys have different characters when I hold "alternate" such as: Ή²³’Ό½Ύ°είπ©ͺΊ¬ §Χη‘£€±Ε and many, many more. Though, when I read your's and Don's I see a "Ε" first.
