this is my opinion.
Since you have no claim capability against eBay/PayPal and Wayne does, Wayne should pay you for the second mailing expense and he should then take it up with eBay/PayPal for their error that has financially impacted Wayne, i.e., making a second shipping payment to you.
As a preventative measure for future, repeating errors by eBay/PayPal, Wayne, now knowing of the errors made previously and the financial impact to innocent parties, should take extra care in providing a valid mailing address to the seller, and I would suggest he do this through eBay's communication network (the buyer/seller messaging) so that he can better make a claim through eBay/PayPal if the wrong address is again used. (eBay/PayPal can review those messages and see firsthand that a pro-active approach was taken to prevent a problem.)
Well, just my opinion, but I'm certainly glad you are talking a few dollars and not large mailing expenses, with insurance fees and the like.
