It can't be local network congestion in our case, as only the two chip sites are affected. Access to all other sites is normal. It has to be the undersea connections that Level 3 provides that are congested and Comcast doesn't provide proper routing to eliminate the problem.

Whether you yourself use Netflix is not an issue. It a broad issue between the two companies of how to pay each other for use of their part of the Internet.
