I have noted before that the USPS seems a little disorganised these days, in so far as each PO seems to enforce slightly different rules.

But don't keep us overseas chippers out of your potential buyers - I know it can be more difficult, but we need chips too (sometimes I even have money to spend!)

Just think of it as beating the system when the package does get through
