While I know nothing of the quality of roulette wheels, I did click on your link and and spotted a casino name on the list of users that I have been searching for for some time. The Golden Tulip Casino!!

The brochure indicates that the Golden Tulip is in Suriname, and unfortunately, there is no listing on ChipGuide for a casino by that name in Suriname (South America). There is a similarly named casino, so this gives me something to work with to find the home casino of this chip:
