I've never seen it before. I would categorize it as a business / promotional chip (not casino-related).
A Google search came up with the article below. It talks about an equestrian event coming to Las Vegas is 2000 -- known as the Volvo World Cup -- with Europeans expected to attend the event at the Thomas & Mack Center in LV.

So that explains the "Volvo World Cup" inlay. The $2000 is probably a play on the year 2000 of the event.
I don't have my Paulson H&C chart handy, but the red base-color with those insert colors are likely an "open" color combination available for sale to the public (i.e. non-casino / non-exclusive color combo).
I'm guessing the chip was handed out prior to or at the show in 2000 as a souvenir. Not associated with a particular casino. Not a buy-in chip for a private tournament.
As such, the minimum bid ($100) is too pricy for me.
