I really don't have a clue. I think it may be from Cuba. I remember at one time seeing a photo in the Life Magazine archives of a racetrack in Cuba that had almost the same set up. Notice the pit bosses on the high chairs overlooking the craps games, this was often a common practice in Cuba. However it could be from anywhere in the western hemisphere.
