To my knowledge Bolsa Chica is an an 'area' and has nothing to with city status.
There is a Bolsa Chica State Park and had maintenace performed there when I was the District Engineer for California State Parks & Recreation. Translation = Little Basket
I would conclude that for a city location Huntington Beach would be appropriate as that is/was the mailing address for Bolas Chica State Park.
