First off, scanning credit to willhyland!

In TCR #14 both of these chips are listed. The $5 is "attributed to" the thinderbird, but the entry for the $25 does not include the qualifier and therefore implies a valid release. Seeing how the hot-stamp birds are the same and the denomination styles are the similar (but NOT the same), what is a collector to think about this apparent contradiction?
