My take is that the chips were drilled by an individual for use as jewelry as in a necklace, possibly a gift. Remember, when this first issue Resorts chip was put into play, there were no other casinos in existence in A.C. If you will examine the ebay seller's image of the reverse side of the chip, you will see that the two holes are located directly above the center of that side of the chip ... two holes so that when worn, the chip would not flip over to the other side.
As for redemption ... (one would be foolish to do so in this case) but I doubt (in my personal opinion) that a casino would be required to redeem any drilled chip.
As for the RES-25b ... that is one hell of a RARE A.C. chip ... worthy of a substantial bid!
