OK, I'm working out a deal for a nice lot of chips. This person is not a member nor has ever been associated with this site in any way. They are a well respected Ebay seller, however just not in chips.

We worked out a deal for a collection of chips (off ebay). What is my protection if I paypal and don't receive my chips? I have read through Paypal that private purchases may not be covered for buyer protection. Am I reading that right? If it isn't through a legitimate business and they stiff me, am I screwed?

I appreciate any info you can provide.
