How is it possible that the floor personelle did not know what was happening when an entire table of players did? I'm still not 100% sure what an "unshuffled" deck means? Does it mean the cards were coming out in sequencial order. Wouldn't it be easy to see that after the 8 of clubs a 7, then 6, then 5 come down?

I don't understand how the GN can blame the players for their own incompetencies. Seems to me that they need to pay up.
