I have seen many casinos in LV use coins for these types of payouts. For example, in Pai Gow it is 25c commission per $5.00 bet. So the table has a quarters and fifty cent pieces to take care of the commission. South Point (for example) saves up the commission to a spot next to the dealer and you will pay it off at the end. So each hand you win at $10 you get 50c added to the circle. The second win, the dealer changes the two quarters to a dollar token. When you are ready to leave (or when you want to pay off the back-due) you can do that and she will wipe the slate clean.
There aren't too many casinos in LV using fractionals any more. Fremont is one with an active fractional. Maybe out on Boulder Highway or Henderson (I don't get out that way too often) but short of that, not much else.
