Typically, the spindle has been bent

The wheel part separates from the wood base and has a metal spindle on the bottom. The wheel you're looking at has likely been dropped at some point and had that spindle bent. I'm not sure you could ever have it completely tuned now without completely replacing that part and sourcing it would be tough. It might actually be easier to have the part remanufactered by a machine shop near you. I'd ask your seller for pics of that spindle to see what you're working with.
