What game was this spinner (top) used in?

It's a long-short, but don't know where else to ask. Any idea what game this top was used for?




The seller is in Brussels. Belgium.
He doesn't know anything about it. He just says, "Made by van Laere in Bruxelles Belgium. Measures about 3,5 cm high." The six sides are: Sans Peur, John, Flute, Golden Top, Boy, Queen. "Sans Peur" means "reckless" in French.

They are bi-level in that the top and bottom spin independently of each other as the top spins.

Similar ones with famous American and British race horse names on them are fairly common -- look at numbers 2, 3, 4 and 5 here:

These tops are often referred to as "Odds On." The top portion show the pay-off odds of the winning side when the top lands. The tops are often dated (engraved on the top of the top) 1921, patented.
