I agree that charging the standard final value fee for shipping seems pigish. However, the reason this was put in place is because people were exploiting the fact that no fees were charged on shipping. I'm sure you can remember all the auctions with a Buy-it-now price of $.99 and shipping cost of $199. I'm sure that the headaches involved in tracking down and punishing all these opportunists became too much work. This was the only logical remedy.
