The City of Toronto Licensing Division is the one incharge now of giving licenses to any charitable fund raising in the area. They have classified and categorized different fund raising, application forms are forwarded here, then they determined how much is the application fee - it is not cheap as I saw it.
"Casino" "games" is one of the entry as class. The subject under study "could" under this 1900-2000 era the of "roaming casino".
Going over the different local government (Toronto) offices most logically your suggestion of a good source to start in the licensing office.
Looked through the different colleges and universities I narrowed down to 7 of them - University of Toronto is top of the list. Went through directly into the "Research" their focus which means all department chairmen are recommending them topics confine to the U of T objectives. Here we would be interest to delve into the areas of research that are down already. It would be interesting if we can get an access to the archived listings and descriptions. "Resarch Projects" list down all the existing and on going research projects, who the Project Proponent is, Specific title project as approved and the funding agencies who finance the cost and etc. If the proponent is the head of the academic department then it is a departmental study for their specific purpose but still available to the public as done.
There are so many components and elements that goes into a project - including this one if undertaken, the best way to approach this is a colloboration team. Right from the start a volunteer will be docketed. Full name, date start, date finish and a brief description of the work done.
If you have a computer and a few hours it is a good time to get involve, you don't have to be a Canadian chip collectors, you don't have to be a Canadian or living now in Toronto this will come when the "field work" is on. Right now we don't need to spend money or buy a pencil paper.
You will be given what is already known, you will be furnish of all new findings and when you are done with your specific area or when you are ready to take on another item you will be given.
Again all these are random ideas and random listings of things to do.
A "collaborative" work is and must be consultative in its approach - nothing is final that has been written in this board so far.
But the suggestion of the starting point - the City of Toronto Licensing Division is a good target to start now.
As we get started, we will post only in this board to solicit information that the group can not find, so as not to burden the others with their usual daily dose of the chipboard.
We will select among the volunteers who will be our "post reporter" to post in a regular basis "what's going on". The ownership of this project will be either the club or the MOGH whoever accepts it. If not I will give the research proposal to the U of T or the the college or university who is in the center of Toronto. They would love it to give to graduate students for an MA thesis or a Ph.D dissertation.
