Gene, you could not be more correct. One only has to look at the history of Northern Kentucky to see how the gambling industry kept Newport and Covington vibrent during the "illegal era". After Ratterman and his gang shut down gambling in the early 1960's, all the gambliers went to Vegas and the local people were stuck with bust out topless bars and a major increase in crime.
Newport lost about 30% of it's population, had a very high unemployment rate and became a run down community.
The Hell with reform!!
