ok, last thing - from the thread, the law seems to say chips can be used for gaming and tips for staff in casinos, and that is it? I'm just curious why the laws would specifically allow, in addition to the gaming that they are mainly intended for, for chips to be used for tips, but specifically exclude them from being used for anything else.

Of course there are many things I find strange - most of them just have nothing to do with chips
