I guess in theory that means that the casinos that used to take chips from other casinos were also breaking these rules, as they technically would not be able to then exchange/cash in the chips with the other casino. I have done that more than once, in several casinos.
I guess this all comes down to the technicalities of the rules, and then what happens in practice to actually make things helpful for people
As for ownership of the chips, I wonder then why casinos don't stop Ebay from buying/selling chips which are, technically, not the property of the sellers.
