Yup, you'll need a cable and eventually a charger. The charger is 10w (as opposed to normal USB at 5w). They often come with the cable if you buy the kit like below.

Then install itunes on your PC/Mac, start the program, plug in the ipad and follow the instructions. It will probably be an older IOS version and it will prompt you through the updates.
