After further reflection, I guess what I was attempting to say was that gambling was "still legal" in the sense that it was tolerated (one could get away with it) if the right people were paid off. Technically legal? No. Selectively tolerated and overlooked by the law? Yes. And, although I wasn't there, I suppose there came a time when a lot of that ended.
