I stand corrected. You are obviously more of an authority about the illegality of gambling in Texas than I. Having not been there at the time myself, and not being an historian, I am attempting to recall what I've heard about my grandfather's involvement in the business. I can tell you this, more often than not, he had to pay off the police and the politicians and even other gambler kingpins to get an operation started and keep it going, right up to and including state governors.
