That's right. Any RF that isn't in Hearts is thrown away, either on the deal or the redeal as it has no value towards your release from the dungeon. The devil's machine is not set to lock up on a RF, as there is no hand-pay (and no IRS) in Hell . I don't know if it locks up on a Heart Royal on the redraw, as I've never hit that... I think it just teleports you back to your bedroom

And remember, every dealt hand is thrown away no matter what it is, so its "Deal Button, Deal Button" on every hand. And you don't need a strategy chart, as there's never a hold to figure out. In fact, this game could be played with your eyes closed as long as Diablo makes something special happen when you do finally hit the "get out of hell" hand.
